First announcement of the year from Databricks has just been made!

It will be possible for new workspace users to get Consumer access instead of User access.

In my opinion, you should always start from no permissions and work your way up following Just Enough Access (JEA) or Least Privileged principals, since Consumer access is less then User access, this should be the default.

Would be good if this could be configured from the Account portal globally, but this will be a first good step.
